Regarding outfleeting:
Each time ROCK ingests monthly suggestions, first it checks if there is already an existing outfleeting OTT for that site/equ/date combination. If it finds an already existing OTT, it updates the matching OTT. If not found, then ROCK creates a new OTT (similar to other suggestions from PLP). It sets OTT Type = "Auto". The users can lock the whole outfleeting OTT or specific equ types on the outfleeting OTT, using the locking mechanisms described OTT & Equipment Group Locking.
